My theory is that she is Zagreus daughter or sister.
In the first game you can see little hints here and there that Tartarus has no concept of time . In Greek mythology Kronos is trapped in the deepest depths of Tartarus and I believe he is messing with time to escape. Also if you look carefully you can see Hades symbol on both the new main character and Hecate ( the Greek Goddess of magic and witchcraft) necklaces.
