Record of ragnarok characters don't really scale above solar system. There's no way the characters are universal.
While mid tiers like Shiva are high planetary the verse should top out at maybe high star level with the exception being Adam, as he could copy someone like gokus punch tho that's speculative. The reason why I say doesn't go past solar system is because there could very well be stronger characters than zeus.
