Actually this how Marvel classed these in their hierarchy:
Pluto is level 8
Thor is level 8
Hulk is level 7
Hercules is level 7
Odin is level 9
Zeus is level 9
Hela is level 8
Mephisto is level 8
Dormammu is level 8
Satannish is level 8
Neptune is level 8
Loki is level 8
Stranger is level 9
And yes its true that the Hell Lords are more powerful in their domain where they are able to match level 9 characters such as Galactus, Odin, Zeus and Stranger.
