Hades is not Hell. It's afterlife. It has places for punishment, places for rewarding and even boring, neutral places. Everyone ended up there, good or bad.
Only very very VERY few, probably counted in one hand, would not end in Hades and instead taken by the Gods to Olympus as an ultimate reward, or turned into constellations.
