This whole thing is pretty dumb. They’re upset about a game mechanic, if they don’t take a hostage they open the possibility of being breached. Most crews that run jobs want to get in and get out and take whoever they find first. There seem to not be enough people in the city to take non gang members EVERY single time.

The problem with taking gang members hostage is cops check the hostage so it's- gun etc majority of the time

I watched the conversation with Ray and Luciano when Ray got taken hostage. Ray 100% said normal members is what ever but leaders is different.
