TLDW: looks like Freezer Burn got secretly nerfed? It’s not in the patch notes but it looks like Freeze has to come off cooldown now for it to work (you can see footage of an old video at the end here where it worked differently). Either way, Scorch not applying after proccing Freezer Burn seemed unintended to me.

The description says that you remove scorch when freeze is applied. So as long as there's a freeze effect, scorch effects are immediately removed without doing damage. Dunno if it's a bug or not.
